The FCC, led by Republican Ajit Pai, say the rules were heavy-handed and stymied investment in broadband, a view supported by big telecom and Internet providers, such as Comcast and AT&T. The protests are being organized by Team Internet, a "grassroots network of almost half a million volunteer activists spearheaded by Demand Progress, Fight for the Future, and Free Press Action Fund, three of the groups behind the massive July 12 net neutrality day of action that drove millions of comments, emails, and phone calls to the FCC and Congress". "So I call on my colleagues to halt this vote until we get to the bottom of what has happened with these stolen identities and the quality of our public record", said Rosenworcel, who was nominated by President Barack Obama to the FCC.

According to one report from data scientist Jeff Kao, over 1.3 million comments have been proven to be fraudulent in nature thus far, with many comments impersonating USA residents or using duplicate email addresses. In its essence, that ability to access everything on the web without it favoring or blocking anything is what is known as net neutrality. A statement from the FCC chairman even claims that scrapping net neutrality protections is to keep the government from micromanaging the internet.

Schneiderman was joined on stage by democratic FCC Commissioner Jessica Rosenworcel, an Obama-era appointee who was reappointed by the Trump administration. "The FCC has knowingly maintained a system that has already been corrupted and is susceptible to abuse".

Twenty-eight USA senators, including Charles Schumer and Kirsten Gillibrand, also sent a letter to Pai Monday urging him to postpone the vote in light of the investigation.

Schneiderman said there are anecdotal reports of comments coming from dead people, children, fictional characters and Russian email addresses as well as from people whose names were used without their permission.

The city of NY and numerous groups supporting net neutrality have urged the FCC in a letter to delay the vote to allow for debate on the issue.

The FCC did not immediately reply when asked why it chose to cooperate with the investigation or whether it would delay the vote.

To this end, we request a thorough investigation by the FCC into reports that bots may have interfered with this proceeding by filing hundreds of thousands of comments. Schneiderman said it's a more "mixed bag" now. These reports raise serious concerns as to whether the record the FCC is now relying on has been tampered with and merits the full attention of, and investigation by, the FCC before votes on this item are cast.

The spokesperson said that Schneiderman had not identified as fake any comments that were used as part of Pai's proposal.

The FCC's inspector general told Schneiderman Monday it would be assisting his office, but the attorney general said the agency needed to go farther.
