"We must be wary of any attempts to exploit this crisis for personal ends, which would have the diametrically opposed outcome to that which is wished", Ambassador Francois Delattre said.

At a meeting of the UN Security Council convened at the United States' request Iran's permanent representative, Gholamali Khoshroo, said that the discussion of his country's internal affairs was beyond the UN SC realm of competence and that the United States abused its powers of a permanent member.

The US Ambassador to the UN, Nikki Haley, said Iran is "on notice", after listing what she referred to as slogans chanted by Iranian protesters.

At least 21 people have been killed amid the anti-government rallies and unrest that began last week. China, Bolivia and new member Equatorial Guinea are the countries most likely to have an objection, as they claim the protest is an internal matter for Iran and not a matter that involves worldwide peace and security. "The Iranian regime's contempt for the rights of its people has been widely documented for many years", said Haley, adding that the United States stood "unapologetically with those in Iran who seek freedom for themselves, prosperity for their families, and dignity for their nation".

Iranian Ambassador to the United Nations Gholamali Khoshroo has slammed the USA government's recent attempts to intervene in the domestic affairs of the Islamic Republic.

Diplomats expect Russian Federation to try to block the formal council meeting by requesting a procedural vote to decide whether the situation in Iran should be on the agenda.

But Russia's deputy foreign minister, Sergei Ryabkov, has portrayed Friday's Security Council meeting as an American attempt to violate Iran's sovereignty. "They do so shamelessly", Ryabkov was quoted as saying by Interfax news agency.

"Iran's domestic affairs have nothing to do with the United Nations Security Council's role".

Over the past days, the United States has lobbied hard to win support for the meeting, especially from the six new non-permanent council members, diplomats said.

Haley said earlier this week that the U.S. wanted emergency meetings in NY and in Geneva at the Human Rights Council to discuss the Iran situation.

It is unlikely that a product will come from the meeting even if it goes ahead, with a non-binding press statement the most likely result.

The US administration has also imposed unilateral sanctions on five Iranian companies linked to Tehran's ballistic missile program.
