In its statement on the call, the US said Tillerson discussed a previous meeting with Canadian Foreign Minister Chrystia Freeland in which he called "out North Korea's unlawful and unsafe development of nuclear and ballistic missile programs and stressed the urgent need for all parties to implement UNSCRs related to North Korea", a reference to UN Security Council Resolutions.

Tillerson was speaking during a meeting hosted by France on an initiative to target those responsible for chemical attacks, largely in Syria, after an global investigation into who is to blame for chemical weapons attacks in Syria ended in November after Russian opposition.

"Russia's failure to resolve the chemical weapons issue in Syria calls into question its relevance to the resolution of the overall crisis", Tillerson said, adding there was mounting evidence since April 2014 that Syria still had chemical weapons.

The new partnership will unveil a series of commitments "aimed at strengthening their cooperation in the fight against impunity for those who use or develop chemical weapons", according to the French Foreign Ministry, including collecting, sharing. and publicizing information about chemical attack perpetrators.

Under the partnership, which does not replace existing worldwide mechanisms, countries will share information on the subject and compile lists of people involved in the use of chemical weapons.

Most recently, Tillerson said more than 20 civilians, majority children "were victims of an apparent chlorine gas attack" on Monday in the Eastern Ghouta suburb of Damascus, Syria.

But in the intervening years, the Syrian government has been accused of additional chemical weapons attacks, including with chlorine gas.
