Federal Bureau of Investigation agent shoots, kills Texas kidnapping victime

When FBI agents tracked the location of the two men using cellphone signals, they were led to a motel where they discovered Cunningham and Sanchez.

Garza says the agent who fired the fatal shot is on administrative leave pending an investigation. "The female has been charged with aggravated kidnapping". The boy was able to escape and went to a neighbor who informed police.

Smith added that the kidnappers claimed to have connections with a Mexican drug cartel, but noted there was no evidence that was the case. The 12-year-old son of the man who was shot is now in Child Protective Services custody.

"The system failed. Whether it was accidental or not, the man is not going home to his family", Conroe Police Chief Philip Dupuis told the Associated Press.

The FBI issued a statement that read, in part, "The FBI takes very seriously any shooting incidents involving our agents and as such have an effective, time-tested process for addressing them".

Police in Conroe, about 40 miles north of Houston, confirmed the man had been kidnapped and held for ransom. When Villadares answered the door, the men pushed their in with guns, according to investigators.

After the shooting, the woman inside the home, Sophia Perez Heath, 35, was also arrested and charged with aggravated kidnapping. Somehow, the kidnapping victim ended up shot, apparently by an Federal Bureau of Investigation agent.

"In the interest of protecting the investigation's integrity, we can not comment regarding investigative details", she said in an emailed statement.

Paris remains to be on flood alert regardless that rain has stopped
The Seine River in Paris is expected to hit its peak on Saturday, as hundreds of residents have been evacuated as a precaution. Roads along the shores of the Seine remained closed on Wednesday as well as seven train stations alongside the river.

The FBI's shooting incident review team is now investigating what happened.

Smith told the Chronicle that it was unclear whether the suspects had any ties to a cartel. "It appears somebody connected to the family was involved".

The three suspects could face life sentences, and Ligon said he may consider harsher charges as well.

It's not clear who lived in the single-story home at the center of the early morning activity, but according to neighbors the household included two adults and two young children who'd all been there about a year.

"It sounded like an explosion", she said.

The raid of the northeast Houston home was over before the neighbors knew what was happening.

McKnight said investigators questioned her about the children.
