Noor is charged with third-degree murder "for perpetrating an eminently risky act" and second-degree manslaughter for "culpable negligence creating unreasonable risk".

Noor shot and killed Damond last July when she approached his squad auto, minutes after she called 911 to report a possible sexual assault in the alley behind her home.

The complaint says that there is no evidence Noor justified his decision to use deadly force, and instead he recklessly fired his handgun. "However, justice demands accountability for those responsible for killing the people they are sworn to protect".

If convicted of third-degree murder, Noor could face a maximum of 25 years in prison, though the presumptive sentence is 12 1/2 years.

Noor has not spoken publicly about the case.

January 24, 2018 - Attorneys say Freeman convened a grand jury and subpoenaed other officers to compel them to tell what they know. In advance of the nuptials, Justine Ruszczyk had taken last name of fiance Don Damond.

Mohamed Noor allegedly shot an Australian woman, Justine Damond, while he was sitting in the passenger seat of his police vehicle as the woman approached the auto seeking aid.

Noor has refused to speak out on the shooting. Her death sparked a national and global outcry and led to the firing of then-Police Chief Janeé Harteau, who was away on vacation at the time.

In response to the arrest, ACLU-MN Legal Director Teresa Nelson released a statement saying, "The charges against Officer Mohamed Noor are a step in the right direction".

The move came about a month after Freeman was captured on video at a holiday reception in December, complaining that investigators hadn't brought him enough evidence to charge Noor. "I've been privileged to have this job almost 18 years, I've never had police officers who weren't suspects refuse to do their duty and come over to talk to us". Damond's fiancé, endorsed the winning mayoral candidate, Jacob Frey, and said that Ms. Hodges's efforts to improve the Police Department "were too little, too late".

Harteau's replacement, Medaria Arradondo, quickly announced a policy change requiring officers to turn on their body cameras in responding to any call or traffic stop. Harrity looked out the window and saw a woman, later identified as Damond, put her hands on a gunshot wound on the left side of her abdomen and say, "I'm dying" or "I'm dead", the warrant states.

Damond calls 911 again to ask why police haven't arrived yet.

The incident prompted the resignation of Minneapolis police chief Janee Harteau previous year.

The officers were preparing to drive away when they heard a noise that startled them, the court filing said, causing Harrity to believe "his life was in danger". On Tuesday, Harteau posted a statement on Twitter regarding the charges against Noor. He pledged to strengthen efforts to rebuild the trust between the department and the public and pointed to officer de-escalation training and body camera policies as a priority. Neither Noor's attorney, Tom Plunkett, nor the head of the Minneapolis Police Union, Bob Kroll, could immediately be reached for comment.
