Scalise and McCarthy were both expected to clash for the top role in the House once Ryan retires next January following the midterm elections. Behind the scenes, however, members of his own party were less than enchanted. But it could alienate moderates and others who want a leader who has their back, not necessarily the president's.

"I mean, I've never run against Kevin and wouldn't run against Kevin", he said, "and he and I are good friends".

"It's time for a reset and a refocus on one primary objective: Doing what the American people elected us to do, doing what we told them we were going to do", Jordan said.

Meadows said McCarthy has been "reaching out, trying to keep his promises to a number of members of the House Freedom Caucus that will serve him well in whatever race should he throw his hat in the ring".

Some Republicans worry party cohesion could soon collapse amid this jockeying and a perceived vacuum after Ryan's surprise announcement - just when member focus is most needed on keeping the House majority.

Our sources say that could pull an already divided conference even further apart.

But 2018 is a very different year for McCarthy, who has worked to shore up support among the conservative members once leery of him.

Lawmakers and GOP donors want a leader who can raise money, and there McCarthy has an advantage. "We need to make sure [Republicans] hold the House", he said.

The announcement that House Speaker Paul Ryan (R-Wisconsin) will not to seek re-election has sparked debate over who might be the next speaker.

"The strength he's shown with his injury, I think, has heightened where he is" among colleagues, said Rep. Phil Roe, R-Tenn.
