The fire was previously said to be out but the Superior Police Department said the blaze has reignited.

Duluth Hospitals are preparing to treat victims of the explosion. That prompted them to order the evacuation of a three-mile radius around the refinery, as well as a 10 mile corridor south of it where the smoke was heading.

The Red Cross and Douglas County Health and Human Services are now meeting to set up shelters for those forced to leave their homes. Others were walking wounded.

Husky Energy states all workers have been accounted for and that local air quality is being monitored.

Built in 1950, the refinery is a big employer in the Duluth-Superior area with many people who either work there or have family and friends who do.

"The really lucky part is that it happened during our break so all of our people were in blast shacks", Mathews said.

The Superior refinery processes light and heavy crude oil from the Bakken shale formation in North Dakota and western Canada into fuel products and asphalt.

The number of people injured in a refinery explosion in Wisconsin has grown to at least 11. About 50,000 barrels of oil per day can be processed at the refinery, located at 2407 Stinson Ave.

But with crude oil and gasoline prices rising steadily in recent weeks, the situation could have an impact on fuel prices in the region. He said the refinery is now undergoing a $30 million expansion project.
