California Regulators Give Go-ahead for Solar Panels on New Homes

The recent decision by the California Energy Commission to mandate solar on all new residential buildings starting from 2020 has had a noticeable impact on GTM Research's solar forecast for the Golden State, bumping it up by 14% over 4 years, or around 650 megawatts (MW). GTM also note that their forecasts are a baseline and that there is greater potential available, but it will depend on what size solar addition becomes the norm for new construction and the segment of new houses that are eligible for exemption - those that may simply be incompatible or built in the shade of buildings or trees.

The California Energy Commission said the new building standards, adopted unanimously by its members, will go into effect on 1 January 2020. California also has the goal to reduce its greenhouse gas emissions by 40 percent from 1990 levels by 2030. It needs final approval from California's Building Standards Commission, which typically adopts the energy panel's recommendations when updating the state's building codes.

Asked if he feels at that level, the German replied: 'Rafa is the favorite no matter where he plays on a clay court. "So is he. The 24-year-old Austrian broke Anderson in a nine-minute opening game which was enough to secure the first set in 49 minutes.

The minimum amount of solar power required by the new standards wouldn't be enough to meet all the needs of most homes. As former New York City Mayor Michael Bloomberg, who now serves as UN Special Envoy for Cities and Climate Change, said, "Americans will honor and fulfill the Paris Agreement by leading from the bottom up - and there isn't anything Washington can do to stop us". Construction groups, solar manufacturers, and public utilities and other industry groups in the state have expressed support for the move.

But Republican legislative leaders argue Californians can not afford to pay any more for housing in what is already an extremely expensive market. Some homes that are shaded by trees or taller buildings, or have roofs that are too small for panels, would be eligible for exceptions. With around 850 MW of large scale solar now under construction, and close to a further 1.2 GW having reached financial close and set to break ground, 2018 is shaping up as a record-breaking year for large scale solar. More than 5 million homes in the state use solar power, according to the Solar Energy Industries Association.
