Indian PM Modi to visit Russian Federation for informal summit with Putin

"There are plans to discuss key issues of developing Russian-Indian very privileged strategic partnership and also to exchange views on vital issues of the worldwide and regional agenda", the statement said. President Putin is expected to come to India in the second half of the year for the annual India-Russia summit. Since the beginning of 2018, they have had several phone conversations.

This informal summit will be held in the Russian city of Sochi, and will be unstructured, without any set agenda.

Symbolism besides direction to strategic partnership will be high on the Modi-Putin informal summit amid misgivings over Pakistan's ties with Russian Federation and the lack of clarity over US' sanctions over defence deals.

It said that the informal summit was in keeping with the tradition of regular consultations between India and Russian Federation at the highest level.

Last week, Doval and foreign secretary Vijay Gokhale visited Moscow to meet Russia's national security adviser and foreign minister Sergey Lavrov besides other senior officials. There had been some differences over Pakistan and Afghanistan, but it had never threatened the relationship, as per sources.

Rosoboronexport has long-standing significant contracts and business ties with India and other countries.

Informal summits are clearly the flavour of the season. "Instead, the focus" will be on discussions on the "big picture" globally, according to observers. On the other hand, Russian Federation is finding itself to be much closer to China, which is a big negative for India.

This message had to be conveyed against a backdrop of deteriorating US-Russia relations which has ignited a budding Russia-China alliance. Ever since the Trump administration made a decision to withdraw from the nuclear deal, alleging that Tehran is not fulfilling its commitments, the global community has been working overtime to salvage the deal. With Russia still being a major defence supplier, a recent United States law could impose sanctions on India if it goes ahead with significant purchases from Russia, for example the S-400 Triumf air defense system. Last week, Israeli Prime Minister Benjamin Netanyahu was in the Kremlin.
