Last Friday, Suh and Kim were discussing how to prepare for the North Korea-U.S. summit, and how to improve inter-Korean relations as part of the follow-up measures to the April 27 Panmunjom Declaration. Pyongyang's harsh rhetoric toward Washington came after Kim Jong-un visited Dalian, China from May 7 to 8 and held his second summit with Xi.

"Should the North Korea-U.S. summit succeed, I would like to see efforts to formally end the (Korean) War through a three-way summit of the South, the North and the U.S.", he said.

Mr Kim Jong-un later spoke of his "fixed will" that the summit should go ahead.

The two delegations are focused on the substance of any summit between the Trump and Kim Jong Un: the issue of North Korea's nuclear weapons program. He wrote: "We are having very productive talks with North Korea about reinstating the summit which, if it does happen, will likely remain in Singapore on the same date, June 12th, and, if necessary, will be extended beyond that date". He said there is a "lot of good will" and denuclearisation of the Korean Peninsula would be "a great thing".

Trump then addressed the summit. He expressed frustration immediately afterward, calling the move "very regrettable". "So we'll see what happens".

But after a magnanimous statement from North Korea on Friday, which said Kim still hoped to meet Trump "at any time", the summit appears on again.

USA officials have demanded North Korea unilaterally disarm before concessions are granted on economic sanctions or a pledge of non-aggression, while Pyongyang prefers a phased negotiations and concessions from the US.

On May 25, Kim entrusted Vice Foreign Minister Kim Kye-gwan with a message after Trump abruptly called off the summit scheduled for June 12 in Singapore.

Still, there's no sense of a consensus yet on denuclearisation. Kim agreed, Moon said. "The path to complete denuclearisation and full peace was never going to be an easy one", Moon said.

"The stakes of this summit are big", he said.
