Killed in Japan After 'Unprecedented' Rain

Japanese Prime Minister Shinzo Abe on Monday canceled his trip to Europe and the Middle East to attend to the search and rescue operations underway in regions in western Japan pummeled by torrential rain.

EU President Donald Tusk offered to hold that meeting in Tokyo instead.

Authorities said high temperatures were forecast for Monday, posing new challenges for the many people stuck in modestly equipped shelters with few possessions or damaged homes with no water or electricity.

The death toll from the historic rainfall in western Japan rose to 90 on Monday as rescuers stepped up efforts in areas hit by flooding and landslides that forced over 23,000 people into evacuation centers.

In the town of Kumano in Hiroshima prefecture, rescue workers were still digging through the dirt of a landslide that enveloped homes over the weekend, crushing some into little more than scrap wood. Consecutive heavy rain has affected more than 306,000 people from 24 counties in Jiangxi, causing 19,700 people to relocate and a direct economic loss of 410 million yuan (about 61 million U.S. dollars).

MONTERREY, Mexico - An unusually violent night around the northern Mexican city of Monterrey, including a string of attacks on bars, left at least 15 dead and nine wounded, authorities said Sunday.

But Japan's meteorological agency has issued emergency warnings for several prefectures of heavy rains to continue.

"I had never seen anything like this", he said on TBS television, standing outside his restaurant in Hiroshima city while wearing a helmet.

The assessment of casualties is hard because of the widespread area affected by the rain, flooding and landslides.

Abe said they are "making utmost efforts to save lives".

The rescue operations are underway in disaster-hit areas, while Japan's weather agency has warned of the continuing danger of landslides and flood. Military paddle boats and helicopters have brought people to the ground.

"There are many cases of disconnected water supply", he said, adding that officials were trying to provide relief so people would have access to drinking and bath water.

"The area became an ocean", 82-year-old resident Nobue Kakumoto said yesterday, surveying the scene.

In Uwajima town in Ehime prefecture, an overflowing river washed debris down to the coast, turning seawater partially muddy.
