Trump administration cuts grants to help people get Obamacare

The program was also cut previous year.

But combined with other recent actions by the Trump administration, the decision sets a negative tone, Hoagland said.

Navigators will be "encouraged to demonstrate how they provide information to people who may be unaware of the range of available coverage options in addition to qualified health plans, such as association health plans, short-term, limited-duration insurance and health reimbursement arrangements", the CMS statement said.

But despite President Donald Trump's disdain for "Obamacare", enrollment for subsidized private coverage has been fairly steady, with about 10 million people now signed up.

But making guaranteed issue work is another story. That's why Obamacare included several provisions to help insurers cover the costs of the sickest patients - among them, the risk adjustment program.

The new reduction of help for navigators, announced late Tuesday afternoon by the Centers for Medicare and Medicaid Services, fits within a pattern of moves by the administration to weaken the sweeping health-care law that President Trump has vowed to demolish.

Some co-ops have sued on grounds that the funding formula is unfair to small insurers.

A federal judge in D.C. Another federal judge upheld the risk adjustment formula in a separate case filed in MA.

The leader of the Blue Cross Blue Shield Association said that the organization has the legal reason required to proceed with the payments irrespective of the New Mexico ruling.

The ambiguity involved in the conflicting New Mexico and MA rulings may mean the suspension of payments will indeed be temporary.

Trump admin claims it reunited all migrant kids under 5 with parents
The government has until July 26 to reunite almost 2,800 other children, ages five through 17, now in its custody . Those separations occurred between early May and June 20 when Trump signed an executive order halting them.

Officials with CareFirst BlueCross BlueShield, one of two Maryland insurers that sell Affordable Care Act plans, said they need the payments to keep that part of their business afloat.

Nonetheless, the timing is problematic.

Insurers can adapt to market turmoil by raising rates. About a third of states have filed so far.

In the event that the delay in 2017 risk-adjustments becomes permanent, Kaiser Pemanente stands to gain the most, according to CMS data crunched by Axios' Bob Herman and Harry Stevens. The insurers have requested average rate increases for 2019 that range from 18.5 percent to 91.4 percent, depending on the type of plan.

Centene and Wellmark didn't respond to requests for comment on the risk adjustment suspension.

"I can not justify paying that much money for a health-care service that I use once a year", she said. "This comes at a time when the market was looking really strong for 2019, and insurers were coming off a very profitable year". That's because many ACA customers will qualify for federal government premium subsidies, which are still alive and well in Obamacare.

Whatever happens with the risk adjustment payments, it looks as if many exchange consumers will be left to figure out their options for 2019 on their own.

Susanna Williams, a self-employed consultant who lives in Brooklyn, has seen her monthly spending on health insurance climb from $400.37 in 2015 to $470.80 this year, even as she downgraded her coverage to save money. This year it will spend just $10 million, down from $36 million spent last fall and $63 million under the Obama administration in 2016.

Navigators applying for the federal money will now be asked how they educate customers on new alternatives to the ACA that were put in place by the Trump administration.
