China warns against blackmail as Donald Trump considers higher tariffs

"This week, the president has directed that I consider increasing the proposed level of the additional duty from 10 percent to 25 percent", said US Trade Representative (USTR) Robert Lighthizer in a statement.

As the trade dispute between the world's two largest economies enters its second month, Mr Trump's administration said it was proposing a higher 25 percent tariff, up from the previously proposed 10 percent in July.

U.S. President Donald Trump earlier proposed 10 percent tariffs on an additional $200 billion of Chinese imports.

In a statement, Lighthizer said the proposed higher tariff is meant to provide the administration with additional options to encourage Beijing to change its trade practices.

"China has made full preparation for the US threats to escalate the trade war, and will have to retaliate to defend national pride and the people's interests", China's Ministry of Commerce said in a statement Thursday on its website.

Both countries implemented 25% tariffs for US$34 billion of goods on each other on July 6. The U.S. exports goods to China amounting to $130 bln, so it is unlikely that it will be able to respond with a proportionate expansion.

China announced a $60 billion list of USA goods on Friday including coffee, honey and industrial chemicals for retaliation if Washington goes ahead with its latest tariff threat.

Trump's tariffs target goods the White House says benefit from industrial policies that China's trading partners say violate its market-opening pledges.

"China's trade abuses need to be addressed, but tariffs are not the answer".

A foreign ministry spokesman, Geng Shuang, said Beijing was ready for "dialogue and consultation" to defuse the escalating dispute. But it can delay licenses and hold up mergers and acquisition approvals for American businesses and increase inspections of USA products at ports. At a campaign rally in Florida Tuesday night, Mr. Trump said China's response targeting US farmers has been "not nice".

Communications between officials of the two nations remain open, but still are just conversations about potential negotiations, senior Trump administration officials said.

Hearings are scheduled for Aug. 20 to 23 and the comment period has been extended to September 5 from late August, according to Lighthizer's office.

Senior administration officials on Wednesday didn't directly accuse Chinese officials of manipulating the country's currency, something US officials have complained about in the past.
