NCAA's new proposed rules blindsides NBA, USA Basketball officials

Agents will have at least a limited place within the NCAA structure when it comes to college basketball.

The changes reflect the recommendations made in April by the Rice Commission and include guidance on summer recruiting camps, agent access for players and stiffer penalties for rule breakers. "And if you're not on the approved list, and you want an agent, then are you stuck in the old days, and can be declared ineligible?" an agent of college basketball coaches told The Post.

Among the most significant changes are the new rules that allow undrafted players to return to school, provide financial assistance to players who leave school early and wish to return later to finish their degree, and give high school and college athletes the opporunity to be represented by an agent.

After Givony tweeted out a clarification that said high school players will not be allowed to have agents until the age limit is removed, Woj took the NCAA to task again. This change depends on cooperation with the NBA and NBA Players Association. While that appears to be the direction the league and union are headed, discussions are centered on the 2022 National Basketball Association draft as the earliest.

The NCAA will also allow agents to pay for a student athlete's expenses related to the agent selection process or are associated with meetings with the agent or a pro team. The agent's work would stop if the player enrolls in or returns to college.

The NCAA on Wednesday announced sweeping changes regarding college basketball eligibility, agents and other reforms in response to both the FBI investigation into alleged college basketball corruption past year and the April recommendations by the Commission on College Basketball.

One other notable change specifies the appointment of two independent groups to oversee the investigation of cases defined as "complex".

The statement also confirmed the ultimate responsibility for rules compliance rests not with the head coach and/or athletic director, but university administration: "University presidents and chancellors will be personally accountable for their athletics program following the rules".

In addition, school presidents and athletics staff will be required to commit "contractually" to cooperate fully with investigations.
