Public Knowledge Welcomes California Open Internet Bill to Restore Net Neutrality Protections

Federal agencies that have slashed regulations on telecommunications are being challenged in court by more than 20 states.

Although Verizon insisted that its throttling was not a net neutrality issue and was simply a mistake because of the tier of data access to which the firefighters were subscribed, a coalition of more than 30,000 California firefighters and emergency personnel has voiced its support for SB 822, saying public safety depends on it. He has until September 30 to veto the bill or sign it into law. They say the legislation is necessary to prevent even higher spikes in utility bills.

"Internet users are still royally pissed off about the FCC's repeal", Greer said in a statement following Friday's vote.

The measure is scheduled for votes in the Senate and Assembly Friday night following months of contentious negotiations. The FCC has declared that states cannot pass their own net neutrality rules, though proponents of the California legislation say that only Congress can tie California's hands.

SB 822's key provisions include banning internet service providers from discriminating for or against certain types of online traffic and prohibiting abusive "zero rating". Consumers would also be guaranteed that video streams from any site like Netflix, Vudu or Hulu would be delivered to a mobile device or an internet television at the same speeds and quality.

The bill took a hit earlier this year when a state Assembly committee watered the bill down.

Some in the telecommunications industry argue that each state having its own laws will prove detrimental for consumers. "We will fight with everything we have to defend it", Wiener said in a news conference. We're already planning campaigns to get legislation like this passed in other states, and get the FCC order reversed. ArsTechnica reports that the group has in fact "consistently fought against both federal and state-level net neutrality rules". Jerry Brown for signature.

But after religious groups assailed the proposal, calling it a threat to their right to practice their faith, Low went on a listening tour to meet with clergy across the state.

But critics of re-implementing a law like net neutrality or beginning a new era of digital privacy share similar concerns.

Pai viewed the rules as burdensome.

The measure would affect 377 of California's largest publicly traded companies, plus many smaller businesses. The broadband providers promised they would not block or intentionally slow down other websites in an anticompetitive manner.
