Trump authorizes new sanctions against foreigners who meddle in USA elections

On Wednesday, Trump signed an executive order authorizing sanctions on any country that meddles in elections here in the United States.

The sanctions would target not just foreign meddling in physical election infrastructure, but propaganda and other tactics, following efforts by a Kremlin-backed outfit use Facebook and other social media to try to create divisions and affect public opinion.

Bolton says the executive order will work to stem disinformation campaigns or any attempt to manipulate the outcome of ballots. USA officials have also identified China, Iran and North Korea as potential threats.

That drew outrage from both Republican and Democrats.

Director of National Intelligence Dan Coats told reporters on a call organized by the White House that the ongoing threat is 'only a keyboard click away'.

The order, coming only eight weeks before congressional elections on November 6, drew immediate criticism from both Republican and Democratic lawmakers as too little, too late.

A special counsel has been investigating possible Russian meddling in the 2016 presidential election and whether Trump's campaign colluded with Moscow.

The order gives the government 45 days after an election to assess whether there has been any outside influence, and then another 45 days to assess whether sanctions can be imposed.

'That It's something he cares deeply about that the integrity of our elections and our constitutional process are a high priority to him, ' Bolton said.

Trump has also said he accepts the strong consensus view of USA intelligence agencies that Russian Federation did interfere, including through propaganda and falsehoods spread on social media.

Director of National Intelligence Dan Coats said, "We have seen signsnot just Russian Federation, but from China, from - capabilities potentially from Iran and even North Korea".

The State and Treasury departments would decide on appropriate additional sanctions to recommend and impose, he said.

The White House looks set to toughen up against foreign meddling in USA elections.

The lawmakers said Trump's executive order does not change the need for legislation.

Sen. Mark R. Warner, D-Va., the vice-chairman of the Senate Select Committee on Intelligence, also criticized the executive order, which he said puts too much power in the hands of a president who has previously failed to demand accountability from Russian Federation on the issue. Trump stunned the world by accepting Putin's denials over the word of his own intelligence agencies. They said Trump's order recognizes the threat, but doesn't go far enough.

Lawmakers and independent analysts say that federal and state action has already made US voting systems more secure against foreign hackers.

At the same time, outside experts have warned for more than a year that Russian efforts to manipulate USA voters through misleading social media postings are likely to have grown more sophisticated and harder to detect. But these sanctions have apparently not deterred the Russian government and other countries with an adversarial relationship with the U.S. from maneuvering to affect the outcome of some 2018 congressional races, according to Coates.
